dc.description.abstractChapter one laid out the background and context in which the issues covered in the report take place. The aims and objectives of the project are described, as are the methods used and the limitations of the report. Definitions of terms used in the text are also included. Chapter two provides the theoretical framework with which the natural resource management and ownership policies are discussed and analysed. Amitai Etzioni's model of decision making is described, and its relationship and applicability to the policies is introduced. Chapter three describes current government policy regarding resource management in New Zealand in relation to the Treaty and its Treaty partners. The context and history of management policy is discussed, and the decision making model laid out in Chapter two is used to characterise its development. Chapter four relates the decision making model in the same way to current resource ownership policy. The history and context of ownership policy is also described. Chapter five brings the two policies together, and examines their interaction and the consistency between them. The current stages of the policies are reviewed, and constraints on further development relating to the decision making model are described. The final chapter draws conclusions about the process of decision making in policy development relating to resource management and ownership issues. Potential future policy directions are discussed, based on the patterns shown in the previous chapters illustrating past policy development on these issues. The chapter concludes with discussion of the implications for future resource management and ownership policy.en
